I think the word itself is neutral and it gets a negative or positive feel from the context.
After all it means that a routine, tendency, habit or belief (etc.) is deeply embedded. This might be a bad thing or otherwise, but I agree it seems to be used critically most often.

Dictionaries say “community” could mean “all the people who live in a particular area”/“a particular area where people live”/“a group of people who have the same interests, religion, race etc”. These definitions are easy to understand, but when community is used with other words, it’s still hard for me to tell which meaning does it mean. Could tell me what does community mean in the following sentences or phrases?
