"...this operation..." until you clarified that it was a surgical operation I couldn't see what the operation might be.
"...failing to put on the gown normatively..." normatively is rarely used in everyday English. For dressing we usually say "properly": "your laces aren't tied properly", etc. Normative is a somewhat technical word. If we meant "normative" in everyday English we would use "nomal".
"...the most basic skill..." for comprehension it helps to know what skill this is. The skill is observing hygiene. Likewise for "...school..." what kind of school was it? Medical school.
In a longer text where the context is clear perhaps you could skip some specifics but not in a sentence on its own.
