Where as "still a lot to do" sounds more general, the tasks could be anything.

Ex. 'We had a lot of snow that month.' versus 'There was a lot of snow in Chicago last year.'

A: a lot can be used to describe the amount of things "he has a lot of friends", or show the extent of a situation "He is in a lot of trouble".
